I can't believe I didn't make a section regarding this. I think everyone knows how it goes, but at the same time it's best to have it written down.
Offseason
Offseason free agency will be held via slow auction. The auction will begin at a point determined by the commissioner (usually it will be in early March, but 2013 saw special circumstances).
Players will be bid upon in an open-bid system (using only whole-dollar amounts) on the league's ProBoards site. Bidding on each player will continue until 24 hours have passed without a bid. At that time, the high bid on a player will be recognized as the winning bid. That amount will be the player's salary, for possible extension purposes; unless the player is released and signed at a higher salary during the season.
Note: there will be no matching rights in future seasons, as there were in previous seasons.
There is a $260 non-transferrable budget for each offseason period of free agency. If owners decide to retain players, the amount of those players' salaries will be subracted from this $260 total. Trades will have no effect on this $260 amount.
Owners will not be allowed to go over the roster limit of 25 during offseason free agency. If a 25th player's services is won during the auction, all "live" bids on other players will be discarded and bidding processes on those players will revert to the highest bids placed by eligible owners.
*The following situations are to be avoided at all times:
(Amount of money spent on players) + (Amount of money in live bids) > 260
(Number of active players won/on roster) + (Number of live bids on players) > 25
Teams violating wither of those conditions will lose $5 off their FAAB budgets for each instance.
No transactions during the offseason will be allowed, outside of offseason free agency.
In-Season
In-season free agency will be run through ESPN's FAAB (free agent acquisiton budget) system. Each team will have a budget of $65. Possible leftover money from the offseason auction will not be added to this budget.
There will be a daily waiver system. The waiver order will be determined by ESPN, and will reset to inverse order of record weekly.
Players obtained through in-season free agency will assume their FAAB prices for extension purposes, unless they have an offseason free agency price that is higher.
There will be no signings allowed during the playoffs - by any team - unless a playoff team (defined as "a team in contention for the championship") has an injury that forces a player onto the DL during the playoffs. The team must have the FAAB funding and roster space necessary to make necessary signings (one dollar and one roster space per signing).
