There is a salary cap of 260 dollars per team. This will be a "soft" cap: it can be exceeded during the season, but of course it must be managed by the time free agency begins the following season. In other words, you can't keep more than $260 worth of "contracts".
Everyone will be allowed $65 for in-season free agent acquisitions. Leftover money from the offseason free agency period will not be added to that.
Also, one personal thing - I'm pretty good for telling owners to read the rules if asked a question which is answered therein. It's not that I'm being difficult, it's just that these things are written here for a reason. If there were no written rules, people would ask why not. There are written rules, so I expect them to be fully utilized.
Before I forget: as commissioner, I reserve the right to make decisions in the best interests of the league on all matters not contained in the written rules.
*I know that part above sounds a bit domineering, but the owners will tell you that I've never made a decision that the majority of the league didn't support (a bunch of us have been together for a few years).
